Educational and Cultural Affairs (ECA)
The Bureau of Educational and Cultural Affairs (ECA), a division of the U.S. Department of State administers the Fulbright Program under policy guidelines established by the J. William Fulbright Foreign Scholarship Board (FSB) with the assistance of binational commissions and foundations, U.S. embassies and cooperating agencies in the United States.
In the United States, ECA is assisted by several private U.S. organizations in the implementation of the Fulbright Program in the U.S. and abroad.
Fulbright partner organizations, also called “cooperating agencies,” fill many roles. They receive and analyze submitted applications. They bring qualified experts to evaluate credentials. And, they make recommendations to the FSB regarding the final selection of Fulbright awards.
In consultation with ECA, cooperating agencies are also responsible in the United States for the issuance of public announcements concerning the Fulbright Program and available grants, as well as for providing U.S. grantees with background information on their specific assignments.
During the Fulbright grant, cooperating agencies help to prepare reports in order to provide data for counseling and guidance of grantees as well as for the planning and evaluation of programs.
